And I have paid 6 figure assignment fees for developments I have bought but again the person receiving the money took bare dirt and  got the entitlements creating a 2 to 4 fold value increase..

Yes, PM fees are a cost of business but it is still better to turn a profit and have income and if the property is barely cash flowing anyways you likely will have a paper loss due to interest+depreciation anyways.
