The Mayor should focus on fixing the Birmingham education system instead of going after slumlords.And let's be honest here, so-called slumlords serve a very needed market segment.

That market segment has been impacted by that trend...but I see that everywhere I travel around universities and colleges.

The technology ecosystem around STRs can be broken up into at least 4 primary segments:1.

In the next couple weeks: I have planned 2 roof replacements, a cement border replacement, a privacy partition replacement, rebuild a gazebo, a fence segment replacement. 

If you don't care about your reputation or have your target market segmented in such a way that they don't care about your reputation, it will pay for itself 10x over (pun intended).

In that segment people generally expect water and electric to be paid so I would probably just roll it into the rents,  allocated equally by occupants  (so a room with 2 people would pay double a room with 1 person)  and adjust annually in rent increases for actual usage.

We only hear about crime in the lower income neighborhoods, lots of law abiding citizens live in older established low income areas who get wrapped up in the 5 minute news segments.  

EV is a very small market segment, but it exists, so we should consider being a more considerate adopter.We do not have any municipal requirements for this in our area, that I am personally familiar with.
