It was about $600 in permits, $800 in utility kill (assuming you're going to rebuild there and Class A street work is completed in your rebuild), and $12000 in labor and dump fees.This was for raised foundation (cheaper than slab), no garage, very accessible lot for working space, urban location (less hauling distance), and taking advantage of recycling credits for C&D waste.

Could be naive/rookie of me to think this way but we were thinking create leverage by buying the property in cash, then pulling $ out of it to basically recycle that into another similar investment - repeat that process - lease option to own with all the renters and sell before capex is due?

That was our original plan of turning our current home into a rental since we have such a low payment compared to the rent we would receive, the issue is then moving into the next place that will also cash flow after a couple years when we decide to try and recycle the HELOC.
