It looks like the heavy clay soils are holding the water under the house and it can't "leak" back out through the crawl foundation and footers (which look surprisingly good).

The tar paper one installed on mine was original, and crumbling/exposing clay.#5 - It seems obvious, but ensure that any dryer vents residing in the crawlspace do indeed vent out.

I do not believe any actual easement exists but it is my understanding as the line has been there for a very long time (it is clay so I'm guessing 60 years or more I have either a prescriptive or implied easement).
