Ok I have a friend who has rented from a church for many years.

So, I saw an ad from a local church that they are looking to get rid of an existing house on their property that they no longer need.

For example if I am at church and talking with someone that I am kinda friends with and they make a passing comment about they are moving I ask if they need a hand packing up, or loading boxes.

Some things in that proce range I might look at are 150-175k condos in Germantown MD, $125k condos in Frederick MD or $200k townhouses there, $250k condos in Alexandria, VA, $200k condos in Falls Church, VA, or $250k single families in Ft Washington.

Where I used to go to church in Oakland, CA the neighborhood was gentrified and what used to be a shaky neighborhood is now unaffordable for poor people. 

Join the local service groups or find someone (family, friend, church, work) who wants to become an investor.
