My take is that if you can do it relatively cost-effectively, and the increased NOI capitalizes that expense in a relatively short amount of time while also boosting the value noticeably (by holding CAP Rate constant), it's worth doing.

Two houses per month with a boost in the split rate would be closer to the national household income average.  

I suspect that he might have been under the influence of something as I noticed some evidence of such , but not 100% sure.
