I think your service should be at least a 200 amp service and you can opt for the European style wall A/C and heat system which mount to your existing walls without the need for ducting systems. 

Younger folks might live in the city in enclaves like Charles Village, Canton, Fells Point, Federal Hill, Mount Vernon, etc, but if you have money and kids, you move to Baltimore, Howard or Harford County because they schools are far better.

@Kenneth Garrett After speaking with a few HVAC companies, it may be cost prohibitive or too challenging as there isn't a great exterior wall where the interior air handler can be mounted and have the refrigerant lines run. 

That includes ripping out the old countertop, materials and installation and a new stainless under mount sink.
