My good tenants were upset (understandably) about all the noise (running up and down the stairs) and traffic.

It upset me that I was very kind and even refunded 1/2 her money and she made up such things.  

I would rather someone see that the number with reality, than look for validation in another person's opinion and then get upset when problems come up - because they always come up eventually.

They don't want to upset that at all.

I'm sure they are trying to not upset the tenant by letting them know the house might be sold.Ask if you can see the house under the premise that you are part of an annual inspection or something similar.

If you start at a 50/50 split, would anyone be upset?

Japanese people hang clothes outside and if the neighbor fires up the grill right bellow, clothing will be smelly and neighbors will be upset.

My mother is upset about this all and I'm just trying to keep her calm through this all.  

A little cheap wire fence was thrown up, but the tenant with the injured dog is extremely upset that the previous landlord didn’t do anything about the issue and asking me to resolve it.
