Your best bet would be to go back to the building department and ask them for clarification.

It wasn't until the 3rd agent finalizing things that they said the policy does not cover STR, and that they do have a policy that covers STR.Ultimately your best bet is going to be to find a local company. 

Staying outside of the city limits or being on the outskirts of the city would likely be your best bet.

I assume there’s policies out there, but I bet a requirement is every single worker and sub will be required to be fully insured on top of licensed, including workers comp.

No worries Michael :) I think that's where I would need to figure out what my next step would be if I hold until December of next year to sell.To your point, at least renting it long term until then might be my best bet in bringing in consistent rental income, rather than an inconsistent and more costly short term rental.

For example they took on (a) floating-rate debt (instead of fixed rate which was more expensive but safer), (b) short-term debt (cheaper but then they ran into refinancing problems) and (c) high levels of debt (to try to juice projected returns rather than conservative levels which aren't as "exciting" to a certain type of investor).
