And hiring the right PM CO is the most important decision you will ever make with investment real estate.

I do not foresee you having an issue placing tenants once getting CO, in Lehigh there is not any HOA rules or Guidelines that are standard in most areas. 

Also sellers could always in past put co-op at $1 or list with various flat fee firms.
