I am planning to see property A to buy property B using 1031 exchange.In order to get top dollars for property A, I need to do some home improvements (paint, carpet, etc.)Is it possible get money from the 1031 exchange sale to "pay me" back these expenses, tax free?

There is now a glut of 3 bedroom, 2 bathroom homes, which I like to use for rentals, but most of the homeowners are clinging to their high asking prices in an effort to recoup the paint, carpet, and upgrade work they have done before the sale.

I have knocked on doors(a summer gig), sold cars(successfully |salesman of the month out of 40 twice in 12months| & consistently just wasn't around enough winners to want to keep at it), worked in construction (I am currently helping renovate a home in Yakima, Washington), coached high school football, cleaned carpets (straight commission) and recently started a business online and learned several programming languages (HTML - CSS - JavaScript - Ruby - and bit of Python and backend database SQL stuff) and can design a fully responsive website from scratch.

However, it's already rented out by a long-term tenant who doesn't plan to leave.Purchase Price: $57kARV: $105kMarket Rent: $950Current tenant who has lived there at least 25 years: $700 (I plan to raise her rent like $75/year to get closer to market rent)Repairs at time of purchase: $0 (because no repairs have been reported since tenant loves her own mess)If tenant leaves, that's when I need to think about the rehab because:1) some of the walls have the dated wood kind of look2) old, dated kitchen cabinets3) fully carpeted house will need it replaced4) re-paint inside5) 150 amps service (should I upgrade?)
