Typically, the HOA is responsible for all repairs from the inside surface of the exterior walls outward and with party/common walls they would be responsible for repairs inside the two layers of sheetrock separating the units.

If so, you could encapsulate them (though not sure I would use plastic wrap as you want to avoid disturbing/cracking the surface of the insulation), but that will only defer the abatement to such time as you need to major work on the boiler and/or replace a radiator {fortunately those events can be rare} - many plumbers/HVAC technicians around here will require the asbestos to be removed before they will work on lines.

On the surface, this seems like a way for long time residents to control who is living in their neighborhood (University of Pittsburgh is right in the middle of the city and investors are buying up old homes from long time residents and changing the community).

@Bernie HuckesteinWhile not prohibited on the surface because the other party with the IRA is not a disqualified party (e.g., he is not your son, father or brother), the odds are high that the IRS would challenge this transaction as a roundabout transaction unless you can prove that you could have received such loan had you not also loaned your IRA funds to the individual who also loaned his IRA funds to you.
