Also, many of the banks in my area won't finance manufactured homes, and the banks who do offer financing will expect that the home is well maintained and is sitting on a permanent foundation and even then the rates for those loans will be higher.

Seems to me the only reason you should use the commercial lender at those rates are if the house will not qualify for a conventional loan (foundation, roof etc) or you have no extra money for the rehab.

I look at the house with a contractor and it's going to need an easy $50-$60k to dress it up, fix foundation and asbestos issues, among other things and at best you might get $1,900 gross rent each month.

That way he knows that 123 Main St sold for $30k less because of the foundation, etc, rather than dinging your value because they didn't know that information.
