Foundation issues can be expensive and/or deal killers but most of the time, people over estimate the extent of the problems and costs to fix out of fear and ignorance rather than reality.I would suggest that you start going to local meetups and real estate clubs, if you are not doing so already.

Other options are: 1) Ignore it 2) Send them notice of extra pet deposit and fees if they want to keep second cat 3) Tell them they will be evicted for breaking the rules of the lease which states one cat?

I do not want to ignore real maintenance requests from him (as it is my job to react to those) but if I could I would block his number completely.
