They had me fill out a purchase agreement anyways (standard procedure for highest bidder regardless of meeting reserve).

He may not be trying to slip one past you, but is presenting his Standard Operating Procedure.  

In my initial response, I focussed solely on the regaining access element and not the procedural requirements.Scott: On a commercial/storage rental here, we do not have a 90-day wait period.  

If this is standard procedure for most investors than I'll at least know to deal with it rather than try working around it.At any rate, thanks for the insight.

The LLC debts could also be considered personal if you don't treat the LLC as a separate entity by not following proper operating procedure (see your state's laws), such as by co-mingling funds, etc.  

I ask them to deduct that amount form the amount of loan but all of the ones that i have spoken to refuse to do thatI want to ask how is the normal (standard) procedure on this cases or is a rule of thumb that they all require an origination fee?

In IL I have never personally done an eviction - but my understanding is if the tenant knows the procedures they can pretty much drag it out a long time before moving out & in addition to the lost rent/damage the Landlord has court costs to pay.
