This may help you https://www.attorneygeneral.gov/wp-content/uploads...I did some quick reading about Pa contractor requirements , looks like its just fill out some papers pay some money and you are a contractor .In Maryland you have to take a test , be financally solvent and there are requirements as to what the contractor has to state in the contract .

If you wanted to buy a lot that does not have existing BOHA and were able to get as many tests as possible done ahead of purchasing (perc test, soil test, engineering, surveyor, talking to town building dept. etc.) and they all came back ok I'm wondering if anyone has ever heard of still ending up with an unbuildable lot somehow.
