I have had to advise customers that the small addition to their house , when pulling a permit will trigger the inspector to make them add fire sprinklers to the whole house , hard wired smoke alarms , upgraded electrical panel , plant 15 trees . 

They'll make sure all the windows work, and that the smoke alarms are installed correctly, that any stairway with more than 2 steps has a railing, etc. 

I don't want to alarm you, but you need to get educated as quickly as possible on NYS tenant/landlord law.
