Purchase prices and real estate taxes tend to be way less, yet you can in pockets, find a great "best of breed" property and produce outstanding rents.

not sure what the answer is.. a lot of these folks would not live in a normal residence given the choice so you have that working against you as well.Maybe allow your tenants to have a large breed dog for safety like a German shepard.. 

I personally believe that when we start introducing ethnicity or personal biases not only does it produce erroneous analysis but it could breed resentment.

If they get rid of the dog, keep the rent the same for the term of the lease.Personally, I think $50 per pet is reasonable and you can double that for breeds that are large, dangerous, or have a high propensity for causing damages.
