@Marc Winter we are  struggling with this exact issue on carpet vs laminate but being a second floor condo sometimes its noise and sometimes there is alot of subfloor work to put in the vinyl, increasing the cost alot.

But if I come across a person that I think is sincere and is in dire need of help, I might help (without making any noise and letting anyone know).

This would be a good time to bring the issue of noise up.

And for the same reason we don't put table saws in our living areas (yet) its stupid to put dishwashers, mixers, blenders, and other noise generating kitchen equipment in the same room.

Landlocked property has an easement over a 1/4-acre ell in the neighboring property that otherwise blocks the property from the road and is largely (desirably, for privacy/noise) covered in trees. 

For example, if the police came out and cited them for excessive noise at night, I would issue a lease violation warning and cite the lease term about not disturbing neighbors.

People without SSN that are working are usually trying to get by without creating noise.

One thing's for sure, you need to stand out rather than fitting in with the noise.

If separate entrances are not already in place, consider installing them, as well as soundproofing, to reduce noise between units and increase tenant comfort.
