I’m continuing to put out plenty of offers on various properties and exploring different approaches to see what gains traction.For this one, I’m considering proposing a rent-to-own/deal finance contract with strict contingencies—something like requiring monthly photo proof of bank loan payment, with the understanding that failure to comply would result in a loss of equity of the seller.

I heard the best thing to do is have a potential cash buyer check out the property as a "partner" however, I cannot propose my offer to any cash buyer if the property is not under a PSA.

Take advantage of the need to get new residents more frequently than an LTR by experimenting right after you've filled a listing: change up the description on your platforms, try a new platform, raise the proposed rents, or practice reaching out to those "bad leads" of FF.

Considering you have just bought this property and inherited the tenant, I would also consider finding some ways to be in good standing with them before proposing the rent increase, they might not take it so harshly.
