Only in a very narrow set of situations - such as 'if' the spread between the interest rate on your HELoC and your mortgage financing was sufficiently  favourable to the HELoC - could the HELoC approach yield a better outcome than regular pre-payment of your mortgage.

My main focus is Class B and maybe some C+ properties around NE Columbus, as well as outside 270 from the North to the east side.

Then, narrow down from there and reach out to an investor-friendly agent you can find on the BP agent finder. 

I haven't 100% narrowed down my market yet, but once I do, I'll aim to connect with investors first, seek advice and recommendations and go about building my team this way. 

I really don't know the market there well enough to guess the definitive answer but I know when I break down the data in my own market, I see a wide variation in price trends in the individual price bands.
