The California government will deal with the damage the same way all governments do , they will find a way to raise taxes or get the Feds to pay for it ( that will be difficult with the new administration ) Here is what I find ironic , California has C.A.R.B. to pass regulations on vehicle emissions .

It could be fast tracked or it could take 6+ months as government stuff normally does. 

We have milder climate, excellent economic opportunities, and decent governance.

I'm sure over time more laws will be created to force the government to give that information in a more timely manner but for now they often obstruct the public by withholding it for a time.
