I wouldnt want to sell unless I needed the funds for something else .But it doesnt hurt to ask them if they want to sell 

Theoretically, I should be able to collect the funds from the deal, should my family member decide to go through with the deal.

Like others have said, you cannot claim the tax losses until the funds are sold and "realized". 

Their target audience are professionals with cash don't don't have the time or desire to become educated and are willing to pay/forgo some revenue for a experienced investment relations firm.
