I used licensed plumbers, electrician, and framing contractors (most of what required permits had licensed contractors).In the case of the OP, if seller in disclosure disclosed that owner builder was used and not all work was performed by licensed contractors, he would be compliant with the rules in my markets.Best wishes

The cost is prohibitive to make them fully compliant by adding ceiling height, windows, doors, electrical upgrades, plumbing upgrades, etc, but the city is also aware that it can't lose all of these truly affordable housing units.

The zoning officer will conduct an examination of the property and if the property is compliant, s/he will issue a certificate of compliance stating that the property contains no violations.

It's a lot of paperwork to stay compliant.

Would I need to add a second egress to the 3rd floor for this to be compliant or would the one egress (from the back stairs) be sufficient?
