You can pay for expediting for plan reviews and the best way to "expedite" beyond that is to make sure that your engineer / consultants are submitting complete packages each review cycle.

That being said, it can be the most satisfying and cash-flow-positive business around. 

You can't meet with buyers or sellers to review contracts, answer questions, or even shake hands.Any intelligent buyer/seller will look for an agent with experience.
