@Andrae S Wiggins recommend you upgrade your BP membership to Pro to access the BP Calculators to evaluate rental purchases.Play with the numbers to figure out the purchase price that gives you your target ROI.That's the number you'll need to make an offer at, NOT what the seller is asking.Yes, you will get a lot of rejects, but whoever said investing was easy?

Now, you need to figure out how to find deals and pay for them.

I think I am trying to figure out how to find a good wholesaler and see if it makes sense that they add my target area to their operations.

Whenever possible, try to figure it out without taking on debt.

Everyone's favorite answer in real estate---"it depends".That being said, you have to start somewhere to figure that out.

I don’t have a problem paying a couple grand to remove some of the just figure it out stage of learning and utilizing expertise of people that already do it. 

Nice hit for us and we have 2 more going One sold to lennar another to a big regional same terms larger returns for us and my client will make 8 figures on one :)  ..
