So I asked for partial refund (as I paid in full), but they kept denying based on their policy of refund as the money was used up for tuition cost.

Tell your parents you want to learn the value of money and a good way to do that is to get a job.College/university (they aren't the same) can be valuable if you go for the right reasons-go to learn something you want that will lead to a job afterwards...and yes tuition at some places is insane.
