This seems like nothing but a scam.

You looked past a red flag right at the outset:"When application was made tenant was I am not going to to have my puppy with me so do not need pet fee or application"Total red flag.

Some gurus tell practicioners of sub-to to hide transaction from the lender by saying the lender doesn't care as long as the payments are being made.

I work at my brothers business as a independent contractor ,  he has an accountant for this business is necessary for him to to this job or i can do it myself.

But this was not because wholesaling is a scam.
