They said that they are talking to one very good shelter in Huntley, IL, where they ONLY allow people to adopt kittens/cats that are litter-box trained, micro-chipped, healthy physically and mentally, and should there be any behavioral issues occur, they expect this kitten/cat to be brought back to the shelter permanently.

There is a micro chip you insert into the camera and the camera records when it senses movement.

Injected mind-control microchips anybody?

I live near an area that is constantly rumored to be bringing in a micro chip plant, as well an area that has gone through environmental turmoil.  

You may be able to require the animal is microchiped, spade/neutered unless contra-indicated by veterinarian, and duly licensed if required in your locale.

You car require collar with tags or microchips for identification.

One thing that's advantageous for a Chandler STR are all the tech companies in the area (Intel, NXP, Microchip etc) that hire people out of state along with being near to ASU for families visiting students. 

Business is business and it's a lot easier to learn how a good real estate company operates and see if you want to invest than it is to figure out how a drug company or microchip maker is worth investing in.
