I use a point system for screening; applicants get positive points for positive aspects, lose points for negative aspects, and I have a point threshold for each property.

I have lots of experience on projects that involve rezoning, platting, understanding City approvals/permitting, but that aspect you will not learn in any college courses, and nor does a Civil Engineering degree help with.

What about the aspect of a "clouded title", after purchasing the property?

I think that is the important aspect is appraised versus purchase value.
