Since Texas is a tax deed state, you gain ownership at auction, but the previous owner has 6 months to 2 years to redeem it by paying your bid plus 25% interest (in year one).

Build out the network for GCs in your area and start to bid jobs, then you can build out how much each job would cost.

They likely will be a bid on the 2 year balloon options, too, in 2025. 

Now you can let it go to sale and hope it bids higher than the first you would get any overage but dont count on it.. more than likely you would love your entire investment.. this is a very frequent event..

I can't speak for the city itself / near the university, but up in areas like Liverpool properties are getting multiple bids regardless of the condition.

Right  now  there is one @auction.com that is going to start bidding in North side of Lake Okeechobee give it a look'  I'm looking at it too I think it would make a great medium income Mobile Home Park for retirees who want to go fishing in Lake Okeechobee.
