I am wondering if I can claim it as a repair(counting against rental income) or if it must be claimed as an asset (with depreciation benefits)?  

Do I still need to file a proof of claim? 

Like others have said, you cannot claim the tax losses until the funds are sold and "realized". 

Does this mean I can't claim a homestead exemption anymore?
