I looked at the wiring and it looked good , but it was a floating neutral somewhere else , I turned off the breaker ant told them to get a Master electrician out there . 

My gut feeling and research is telling me the sellers did a poor job on the breaker panel and wiring.

Also, that outlet might be on a circuit shared by 2 other bedrooms and the outlet might not be near a window for use with an A/C unit.
