The City of Montgomery is the Capital of Alabama with a robust economic environment that has produced multiple awards of excellence at the Chamber of Commerce level.

True, things could change but it would take a majority of the legislature in both chambers and the governor to sign it. 

I think another idea is come up with some renderings and a slide deck and go make presentations at the closest senior centers, Rotary and other service clubs, maybe several nearby chambers and see what kind of interest there is.

Then there is a sort of echo chamber where social media spreads this idea to more and more people and somehow it becomes realistic.
