Then have a handyman open up the Sheetrock and spray a bacteria killer inside the wall followed by running fans in the room for a few days to dry it out.

America.but must air seal as it will bring warm air from conditioned spaces to basement. dehumidifier produces heat as by product, and takes more electric to operate. if go with dehumidifiers get large comm heavy ones with humidistat and direct drain. no one will walk away with it. 300lbsdont just open window unless dry air cat 1 wind blowing straight in.it wont remove moisture only feed it. i use activtek  air scrubbers secured to a bracket holding plate. it kills protects 2000-10k sqft of mold bacteria, and reduces moisture as its byproduct of technology esp basements.

This was a fully gutted brand new apartment with new Sheetrock walls that had to be cut a couple feet from the now cement floor to prevent black mold and bacteria from growing.

pumping a tank should always be on the shoulders of landlord / property management and priced in with the cost of rent also you should make a note that tenants are NOT to use bleach and or antibacterial soaps as these products will kill the bacteria in the tank and cause a lot of problems down the road also it is a good idea to add  a bacteria of some sort to keep it working properly you can buy the over the counter stuff or just add some yeast mixed with water once a year or so I use bakers yeast every three to four years
