You've got ADA, FHA, and the Oregon Department of Agriculture issues. 

Having the tenant be responsible for something like the first $1000 of each maintenance issue, or $500 can be a big help.

If the property fronts on a state road, you will need an Highway Occupancy Permit from Pennsylvania department of Transportation, to gain accces to the road. 

Luckily I did have a clause where the sober living company is paying all repairs and maintenance unless it is structural issues.

The tenant has a roach issue, even though my building has a monthly exterminator service.

If I may, a lot of the issues we are running into with insurance is that consumers no longer use insurance as a catastrophic fall back but rather, they nickel and dime on small claims that compund into larger issues. 

Florida statute is clear, upon receipt of a valid permit application, the building department must issue the permit or deny it with valid reason within 30 business days.
