My question is this.. there is a PA commonwealth lien from 2008 against the prior owner for Cigarettes' tax..

@Ben Oestrike   Since you've noted this would be a PA Sheriff Sale situation and with my limited experience and @Jay Hinrichs very extensive experience, we've both noted an experienced lender is very unlikely to provide funds for a purchase.   

Keep in mind you likely utilized the PAR agreement since it was a PA transaction which has a  default arbitration requirement  that's rarely stricken from the agreements.

So for example, if I am already getting $10K settlement check, I would like to hire a PA for additional claims.

A PA will help you understand your options and your rights as outlined in your policy, and to help you be sure that they're being acknowledge by your insurance company.

What next, try to force seller(s) to accept a PA on stated facts with 0 supporting doc's????
