If you don't have it then you forfeit the $90 you paid to take the test that day and will have to reschedule which could be a few weeks out.The tests themselves were between 70-80 questions each for the National and State sides.

What I understood this to mean, is that if the tenant never moves in, they have forfeited their holding deposit, because the only way to ever get it back, would be if they moved into the unit.

Technically no, your lease probably states (as most do) that you forfeit your security deposit if you terminate the lease early.

Perhaps one could forfeit future profit but that is never guaranteed.
