Is there any legal obligation to pay the unpaid utilities?

For example, I want to know the cost needed to do a basic improvement (for a rental), a medium level improvement (live there) or a luxury rehab (use it as an airbnb).

I just wanted to know if anyone had something similar out there that I could utilize and just insert information for my property/tenant.  

I currently have a solid base of liquid assets and am looking to diversify my investments.I own two fully paid-off single-family homes in Tampa and am currently considering buying a luxury condo in Hallandale Beach for $600K.

Typically in northern states the cost for natural gas is way cheaper than electricity so over the life of the system your utility bills most likely will be cheaper with gas heat.Ductless split systems use electricity to power in heating mode.

I mean the best way to utilize the profit. 

I've also heard of it but never heard of anyone who has actually utilized it.

Have talked to multiple members of the Krohn team just don't feel they were set up to help with my issues in a way that utilizes my money inteligently.
