I ran two small (tiny) businesses in high school and I loved it.

The tiny minority who are operating legitimately have nothing to fear from this.  

I Definitely agree Bryan however the work hard, save, and learn incrementally by waking up early reading, and working from small tiny SFR's up to 400 unit apartment method over a career of 2-5 years in REI would not be as appetizing as the get rich instant gratification culture we have right now haha.

But, at lowest $10/sq ft, I need ~400 sq ft for the whole building, and $4,000 to do 4 tiny bathrooms and kitchens seems really pricey, especially for a rental.

The dip tube inside the water heater was basically disintegrating and the tiny bits would clog up at the faucets.

If it is a tiny little house with very little living space I would probably move on.A lot of people use a basement for living space and storage.Good luck!

If you want to live near Seattle, I believe the cheapest housing I've seen is a tiny little ~400 sqft. condo for $45k in Des Moines, which is about 18 miles outside of Seattle.

What equipment or test is the best for finding tiny leaks ? 

No matter the area of DC I lived in, I was paying roughly $1000 a month to live in tiny rooms.

If they just worked a tiny bit harder in a real business they probably could have been doing quite well for themselves.
