A few times I have had tenants limit serious damage because they could take the T wrench and go out to the street meter box and turn the water off. 

We've done deals on at least 4 streets in that subdivision and they've all performed well.

I'm looking to make an investment near Garfield Park in Indianapolis (cross street: Schiller & S Alley 25E).Anyone can advise me if it's a decent area in Indianapolis?

It is 2 Quad plexes right across the street from each other in North St.

It is located on 12th street, between Drexel and Pennsylvania Avenues. 

He was immediately on the phone with two neighbors accross the street with pickup trucks and yes he was out the same day, signed the agreement with keys returned and then I gave him the cash.For you, you could project the cost per day in rents not received multiplied by the amount of days he will be there with the court date & Sherriff serving the eviction and offer the tenant a percentage of that cash in his face and see if he takes the money and runs, freeing up the apartment.

Google street view is not always your friend. 

@Ken Breeze I know the area well its only a few streets up from me, I plan to do the PM for the first few years myself to save money.

Hotels and luxury high rises are already going up few streets away.
