For a rent controlled unit you will need multiple documented offenses as the rent control regulation indicates tenant must be given opportunity to address any lease violations.

Not only is this mortgage occupancy fraud, it is a federal offense and you can go to prison as well as pay hefty fines for that.

The PM failed to get their social, and I would argue they failed by allowing the individual to stay for six months without paying, but I don't know that those constitute an offense so egregious that you should be compensated.
