Honestly, because permits are technically required for just about everything besides paint and carpet in many places, it is pretty unusual to find a property where everything was permitted.  

Which is where we came in and made the offer at asking. 599k was a decent price. 590k would have been optimal but the seller was not budging on price because of comps. 2 reasons though he listed it "cheap". 1) The house needed TLC in terms of cleaning, painting, some flooring, landscaping, door hardware, the basics.

The house needs mostly cosmetic work, like Sheetrock, flooring, and painting. 

Someone could pay you pizza to paint a wall in their kitchen.

They will do a very intense renovation (not just some new paint) They will place a tenant and manage the property after it is sold to an investor.

. $16K Reno may be low, especially since the old oil boiler is a wildcard and paint and flooring through are a must.

Wow didn't know we had it so good Here in Orlando 12mm  quality underlamwnt AND 6" baseboard painted and installed for $3.25 sq foot. 

I installed plastic "tin ceiling" tiles painted silver instead of fiber so they don't get ruined by leaks.

I need bids from a handyman team for exterior house painting, grass removal, and mulch and drip irrigation installation.

Clean with zinsser perma wash or jomax, then paint with a moldicide type paint (if you think it will be a future problem) or normal paint is fine.
