I know that is common practice in larger properties.I've never done things like termite or environmental phase 1 on smaller properties but you could and those would be additional. 

One building with major defects, environmental contamination...something.Or, it could be that he just wants to cash out for retirement or for a better investment opportunity.  

I will preface this post by saying that I am an Engineer with some experience on environmental matters.Black / dirty air vents and ducts in my condo rental spotted by a prospective tenant expecting a baby.  

.- Low cost of living relative to CA- Chinese money (in particular) looking for safe haven in areas with a) good schools and b) environmentally clean and aware (it's all about the kids!)

@Leona N. municipality ordinances on signage/light pollution may be your friend.

Folks may not want to sleep under a source of "light pollution" which shines in their window all night.What you may want to include in your plan is owning the property where the billboard stands, but having that land fenced off from the tenants so the sign company can have unlimited access without disturbing your tenants to open / unlock gates and such.Stuff to think about ...

They have created ridiculous regulations that if 3 drops of heating oil, which is just diesel fuel, hits the ground as if it creates some type of environmental catastrophe
