It was listed on Thursday, I saw it Friday and emailed a few HMLs to ask for proof of funds letters to go in my offer, and I need to submit my offer tonight and I haven't gotten any letters back.I've already been pre-approved.

Ask for proof.  

I do think networking opportunities probably arise more with proof of funds than a license..money talks.

I don't think its an unreasonably request for the seller to ask for proof, if your reason for cancellation was due to the inspection.

One other factor that I've not mentioned is the bullet train being built which may change the market a bit but that is a ways out there. 

I wouldn't mind keeping that tenant if the rent is reasonable but the owner won't show any lease agreements or proof of income/expenses.Thanks for your thoughts on this.K

In order for a seller to take you seriously, they will probably want proof of funds, which would require you to have the money in the bank already.
