the county often has cheatsheets for new owner/builders, and your best bet may well be to get to the county planning desk, hope to find a sympathetic ear and get some idea of the permitting and construction process. and i am sure that Google has your answer as well - there is no shortage of sites that offer this info in all variations and sizes... all the best!

It sounds like what you are asking about, and what the article refers to, are variations from appraisal to appraisal on things like square footage, number of rooms, general location or condition (both of the latter items can be adjusted for positively or negatively in relation to the neighborhood).

Amit has a good point, I thought legally all buyouts need to be registered with the city, so I imagine an "unregistered" buyout would involve some variation of the scheme he outlined.

The square footage, bedrooms, bathrooms, are quite varied making it hard to compare.Have you tried to make a list using common variables to see if that explains the variation is price for purchase and if that could translate to rent prices. not in a complicated way.example: i was shopping in Germantown and square footage, bathrooms, and which floor a condo was on didn't make too much difference in list price or rental market but the bedroom count did.

So on a business line, if you answer your phone pseudo  "Thank you for calling 7-11, this is Brittany" - the system didn't hear "Hello"... so it doesn't start it's greeting... you hear silence.3) A variation of #1 - the auto-dialer once it detects you picking up the line has to then work to connect your call to a person... this takes about 2-3 seconds...
