Typically, if you have a mortgage, the mortgage company will collect taxes and insurance when you pay,  so there is not really any budgeting required for this.

Similar to the comments above on using FurnishedFinder, also check Airbnb and sort for 30+ day rental options. in addition, I'd recommend talking to the local university and hospitals nearby by calling to their various departments.

Since tax bills are for entire parcels (typically, though not always) then it is highly unlikely that they somehow segregated the taxes for that small portion and paid it.

I think a mix might be a good option.

The options are going to non QM lenders who allow this.

Open houses are typically used to generate leads, not sell houses.

If not, they may want to speak to a mortgage broker local here in Florida to help expand their options! 

But if you are really set on RE you may want to explore options of borrowing against them or taking cash out early.
