According to HAMP guidelines the lender most exhaust all possibilities and take care of any outstanding issues (ie: hoa dues), usually the lender would of paid those, unless they were planning on just foreclosing anyway.

The assignments are simply passing the outstanding notes to servicers/holders, they aren't new liens.

I also have a clause under late payment that reads: "payments received by Landlord when there are arreages, shall be credited first, to any outstanding balance, and then applied to the current amount due." 

I suppose there is a minimal possibility that the certificates will remain outstanding long enough for me to foreclose the properties but that is so remote that I am not counting on that in any way.

The other reason that the Markets have gone up is because Companies like Google, Microsoft, IBM etc. are buying back their own Stock, which lowers the amount of Shares outstanding and that raises the Value of the Stock.
