I talk with the neighbors and they always note how much the neighborhood has changed, how people feel safe taking dogs on walks and strolling even in the evening.However, you will see an unusual number of homeless folks meandering around the area of west sac directly west of the river. 

Lowering homelessness?

I would expect anything they end up doing will result in more homeless.

Defining that is for each individual.In my work, I see people who range from homeless to millionaires.  

If you work a minimum wage job your whole life and pay 50% of that small income in rent, struggle for food, one illness makes you homeless do you think you would maintain the hygine standards you do now?

Would you rather see these people homeless? 

I've always been a beater-driving homeless looking construction painter plumber guy, so they apparently feel comfortable venting to me. 

I have a niece that loves to work with homeless.

That intersection is plagued with homelessness, crime, and prostitutes along Belmont from Fulton all the way east toward First. 180/41 divides the city into 4 quadrants.  

And unfortunately, the worst homeless situation in the country.For cash flow, you're not going to find much in coastal California.
