From what I can see on google maps, the street itself actually doesn’t look too terrible and the city has been cutting the grass at the property (which they have been charging for). 

I didn't think the 30 day notice would fall under the fed moratorium either but my RE agent insists that it does so I just want to be extra careful here and check with the BP community!

The back yard has no grass (lots of weeds) and has a steep incline.

Damage to the property, putting other people, tenants and property in danger is not covered under the fed ruling. 

Unless the feds start taking drastic measures, boarder line illegal, then just expect the current status quo to continue.

Unless it is a high end rental I would just keep it all grass.
